Daniel Erikson – General Committee

Daniel P. Erikson has more than twenty years of experience in international relations, foreign policy, national security, and defense policy, primarily focused on Western Hemisphere affairs. A non-lawyer, Dan’s experience includes serving at the National Security Council, the Department of Defense, the Office of the Vice President, and the Department of State, as well as work for think-tanks, universities, and private sector consultancies. He is currently a Senior Advisor at Covington & Burlington, LLP

Prior to joining the firm, Dan was Special Assistant to the U.S. President and Senior Director for Western Hemisphere Affairs at the National Security Council, where he served as the lead White House advisor on the hemisphere. His work covered all diplomatic, economic, and national security issues related to Mexico, Central America, the Caribbean, South America, and Canada.

Dan was previously the Deputy Assistant Secretary of Defense for the Western Hemisphere at the U.S. Department of Defense. At the Pentagon, he successfully advanced U.S. defense priorities as the Department’s senior policy official for the Western Hemisphere, with a focus on defense modernization, effective security cooperation, counter-narcotics, climate resilience, cyber, and humanitarian assistance and disaster relief. In this capacity, Dan served as a member of the Senior Executive Service and managed a team of civilian and military defense professionals to provide policy guidance to the Secretary of Defense, U.S. Northern Command, and U.S. Southern Command.

Dan also served in the White House as Special Advisor to the Vice President, where he covered foreign affairs, economic, and national security issues in the Western Hemisphere. Prior to this, Dan was Senior Advisor for Congressional and Inter-Governmental Affairs and Senior Advisor for Policy at the U.S. Department of State. His responsibilities included advising State Department leadership on complex diplomatic issues and key administration and congressional priorities.

In addition to his U.S. government experience, Dan has held senior positions in the private sector, think-tanks, and academia. He has published widely on a range of topics in international and Latin American and Caribbean affairs and testified before the U.S. Congress. He is the recipient of the Secretary of Defense Medal for Outstanding Public Service and the U.S. State Department’s Superior Honor Award.

Hilary Anderson – First Committee

Hilary Anderson is the Senior Gender Specialist with the Inter-American Commission of Women (CIM)/ Organization of American States. Since finishing her studies in gender and development at McGill University in Montreal, Hilary has worked with the Pan American Health Organization’s Gender and Health Unit and with the United Nations International Research and Training Institute for the Advancement of Women (UN-INSTRAW) on such topics as knowledge management for women’s rights and gender equality, violence against women, peace and security and gender mainstreaming in the context of development organizations. In 2009, Hilary joined the staff of the Inter-American Commission of Women (CIM) at the Organization of American States (OAS), where she works as a specialist on key women’s issues in the region, including women’s political representation, violence against women and economic citizenship.

Delfina Lervolino – Second Committee

Delfina Iervolino is a political scientist and a Human Development Specialist. She is part of the team for the Americas Water Program within the Department of Sustainable Development of the Executive Secretariat for Integral Development of the General Secretariat of the Organization of American States. Currently, she is the GS/OAS Water Planning Lead. Ms. Iervolino has also worked on different development issues within the GS/OAS such as social inclusion initiatives and the promotion of creative and cultural economies, and helped coordinate high-level political forums since she started working at the organization in 2009. 

Yadira Pinilla – Third Committee

Ms. Pinilla is a senior officer and Coordinator for Human Development & Scholarships for the Department for Human Development, Education, and Employment at the OAS.  She was a former advisor at the Dept. for Sustainable Democracy and Special Missions of the OAS.  Ms. Pinilla has over 25 years of experience in international affairs and multilateral diplomacy. She has worked extensively with UN agencies, regional organizations, donors & civil society organizations in promoting a critical role in multilateral peacebuilding and democracy promotion.  Ms. Pinilla has held political advisory positions for both the Assistant Secretary General and Secretary General of the OAS on issues of security, democracy, political crisis, and youth development.

Ms. Pinilla has been working with the University of Pennsylvania ‘s Netter Center in the formation of a Learning Community for Higher Education associations in the LAC region to promote the role of universities in advancing the democratic mission of higher education worldwide. She has been the Chairwoman of the Young Americas Business Trust, an affiliate of the OAS focused on supporting youth leadership and entrepreneurship in Latin America and the Caribbean. Through her roles and work with YABT she has contributed to developing the OAS Youth Policy.

She holds an MA in Conflict Management in Public Policy (1995) and a BA in Latin American Political Studies from George Mason University, graduate diplomas in peacebuilding from American University and Eastern Mennonite University.  She is originally from Bogota, Colombia, has three children, and enjoys mentoring young people in her spare time.

Florencia Becerra – Special Committee

Florencia Becerra is a Telematic Engineer from Universidad de Montevideo (Uruguay) with a Master’s degree in IT Business Management from ORT Uruguay and an Executive Certificate in Strategy and Innovation from the Massachusetts Institute of Technology (MIT). With over a decade of experience in IT governance, risk management, and digital transformation, Florencia has led key initiatives within the financial and development sectors, focusing on aligning technology with strategic goals.

Before joining the OAS, Florencia served at the Inter-American Development Bank, where she was instrumental in the shift toward a product-based model and the advancement of data governance and operational frameworks. Her leadership in implementing global standards such as ITIL and Agile significantly improved service delivery and operational efficiency. Previously at BBVA, she led distributed teams in designing secure, client-centered digital products and strengthening cybersecurity protocols.

Florencia holds certifications in Agile Scrum Master, and Product Ownership, and is recognized for her strategic thinking, collaborative leadership, and results-driven approach. She currently serves as Chief of the IT Governance Section at the OAS, where she leads the design and oversight of IT governance structures, supporting secure, transparent, and sustainable digital transformation efforts across the organization.
