Every organization operates on its own set of rules and this is certainly true of this simulation of the OAS.  While the organizers recognize that the rules as spelled out in this document are not those used by the OAS itself, they have been crafted, revised, and tailored to fit the unique exercise that is the Washington Model OAS.

Faculty have been directly involved in the revision of these rules and they reflect our experiences in running this simulation since 2000.  And every year, the Coordinators monitor the application of the rules to ensure the smooth functioning of the Model.  So, please pay careful attention to each section of the Rules of Procedure so that delegates and faculty alike can know how to prepare for debate and what to expect from the committee chairperson.

Once the Model begins, those elected student chairs and vice chairs are in charge of the committee sessions.  These students are elected the previous year and come back to the Model with considerable experience in WMOAS rules.  The goal is to have meaningful debate in an orderly fashion, allowing the broadest participation among delegations to put forward solutions to the challenges of the hemisphere.
